Sharepoint online licence

Hi ,

I would like to use SharePoint 2013 online for public facing internet site for content management. It is not an organization specific. only one user licence is required. Can anyone suggest which plan I can opt?

Is that the right option to choose SharePoint 2013 online only for public facing website ?
