Using a custom site template when creatign a new site collection

Hello, does anyone know if it's possible to place a custom site template as an option when you are creating a new site collection?

i.e. on creating a new site collection,  the template would appear in the Custom Template options and then the top level site of the newly created site collection would be your custom site template.
