Sharepoint migration from 2003 to office 365

Hi, 

I need to migrate from sharePoint 2003 on-prem to office 365. customer has 650 GB of contents in sharepoint and they want all contents to be migrated to office 365. Customer has 145 office 365 E1 licenses. Can someone help me in how to do this, it will be very helpful.
