Disable Email Notification to AllUsers when setting Permissions

Hello,

Is there a way to disable the email notification that gets sent when adding permissions to the AllUsers group?  I know there is a checkbox to de-select but it is not very user friendly as if you don't know that it is there it stay selected by default.  Our issue is just that, when Site Owners are adding AllUsers to their permission groups an email is being sent to all the users and this is becoming an issue.  Is there way for me the Administrator to disable this function or change the default behavior of that checkbox and not have it checked?
