All - I am likely not posting in the right forum, but hoping that you all can point me in the right direction. We are looking for an out of the box solution that perform the below, or a solution provider that specializes in custom searches and configurations.

Custom Search Requirements
- We are looking for a search solution that allows us to limit search results to a specific library across hundreds and thousands of sites and site collections
- We are looking for a search solution that allows us to limit search results to a specific meta-data field.
- We are looking for search solution that will allow us to limit search to a specific group of sites
Our company is project based, and as such we create a “Project Site” for every project.
Environment:
The corresponding Sharepoint online environment is configured as such so that each Site exists within its own site collection. This allows for granular control in sites space allocation as well as control. All sites and collections exist under a single tenant.
Site Structure (Libraries):
Each site is based off a master template with several libraries and several lists. While the content stored in each library is unique, the structure of each site is the same.
The site/site collection name is the following format:
YYXXXX.00 (Y = 2 digit year & X is unique number) URL: https://tennantname.sharepoint.com/sites/YYXXXX.00
One of the libraries (Called “Controlled Documents”) contains about 20 fields of custom meta-data on each file stored within it.
We estimate the number of sites to average ~1000 new sites annually, and this solution needs to be able to grow to accommodate.
Out of box search:
The current site based search allows for site wide searches using the enterprise search, and in addition we have been successful in adding the meta-data fields to the Advanced search criteria which allows us to place further restrictions on the search.
The Enterprise search also allows for tenant wide searches. This allows us to search for files across all site collections and the individual sites contained within it (as well as the lists and libraries in each site).
