Sharepoint online -> user authorization NO Microsoft ID

Hi All,

We are using Office 365 business premium. We would like to create a SharePoint site where our clients can fill in online surveys / questionnaires. Some of our clients may use a Microsoft ID, but most of them do not. I have a few questions:

1. Is it possible create a database containing usernames and passwords against which users are authenticated?
2. Is it possible to assign a specific survey to a specific user?
