Disabling library sync for entire site collection or all site collections

Is it possible to disable library sync for all sites in a site collection? The setting inSite Settings>Search and Offline Availability only affects the current site.

If this cannot be done at the site collection level, can sync be disabled for all sites in the tenant (except for the MySites of course).

I've come across PowerShell scripts to accomplish the later, but they require the expanded snap-in only available for SharePoint Server on-prem.
