Working on Office Online without Internet + One Drive stand alone

Hello,

I have some questions about Offline SharePoint use and One Drive.

- If I have not an Office suite on my computer and I'm not connected to Internet, can I open a document (.docx for instance) directly on line using web-app SharePoint functionnality?

- Is One Drive and One Drive Sync are available as stand alone product or do I need to buy Office 2013 to get them ?
