Cannot add provider hosted app to one specific tenant. Other tenant works.

This is a strange one.

I have a provider hosted app, that requires tenant level full control.

Got thousands of customers adding it with no problem, including myself on 4 different tenants.

Today we had a client on a German O365 account that when he uploads the app file to his catalog it shows up as a valid app.

But when he tries to add it to any site he gets this error:

"The specified application identifier [guid] is invalid or does not exist"

This app id was created using the seller dashboard (the app was initially available in the store with lesser permissions), it is the same app id in the app file, web config and the secrete is correct.

Like I said: thousands of other tenants have installed this app with no trouble so far.

Does anyone have an idea what could be the problem?

1. Is it the fact his site in none English?

2. Could it be a disconnect between where his O365 tenant is hosted to our azure farm that host the provider hosted app site?

3. Could it be a permissions issue? He was using a tenant admin, he can get into O365 admin and see SharePoint->apps->apps permissions with all other tenant level app permissions (exchange)
