how to backup the data in sharepoint online to local PC

Since we have storage limitation on sharepoint online and we consider we may stop using this tool for some reasons.  
Are we able to download all the tickets with all the attachments and the documents in the document library to free up the storage or stop using this technology?

If the answer is yes, can you tell me how?
