2013 Work flow problem

Hello! I have a list in SharePoint Online that is called "Teams" The list is made up teams that include roles and each role is a people picker that can have multiple users selected. 

I have a 2013 list workflow created in SharePoint designer that sends an initial email to every member of the selected team in the first stage and in the next stage it assigns 3 tasks to run parallel.

When I have only 1 user in each role everything works perfectly.

BUT if my roles have more than one user it sends the email from the first stage (it does send it to everyone) then "retries" and it will just keep sending the initial email until I manually end the workflow. It will not assign the tasks. 

any advice would be greatly appreciated!
