SharePoint Online Metadata Terms Limitations

It is documented by Microsoft about the limitations around SharePoint 2013 (and SharePoint Online) but I am looking for some clarity and understanding around a specific amount of terms in a term store.

Microsoft state in this article here that the maximum number of terms in one term set is 30,000. However they also state you can have upto 7 levels of nesting within terms.

My question therefore is this (based on the below image)...

In the above I have a Term Set called 'Project A'.  This has three sub-elements which i have referred to as sub-projects, each of which are terms (i.e. Sub Project 1, Sub Project 2 and Sub Project 3).
Under each of the 'Sub Projects' I then have a further breakdown of sub-projects (i.e. Sub Project 1 has a breakdown of 'Sub Project 1-a', 'Sub Project 1-b' and 'Sub Project 1-c').  On the basis that there is a 30,000 term limit per term set, does this mean I can have 30,000 items in total regardless of the nested structure or does it mean that for each level I have there can be 30,000 terms (i.e. could I have 30,000 terms under 'Sub Project 1' then another 30,000 terms under 'Sub Project 2'?

I understand this may appear an obvious answer but I am just seeking some clarity... any help would be very much appreciated...
