We have a customer environment where we use AD Connect to sync local groups and users to Azure AD, this works fine.
In SharePoint Online we would like to create a target audience based on membership of a certain AD group. We have created an audience rule and let this compile. Now the problems starts, in a certain Azure AD Group we have >1.000 members, the SharePoint audience only consists of around 30 members.
It seems that a user who has been granted a license must first login to SharePoint online or Azure AD before the actual provisioning of the account takes place, only users who already have logged in are member of the Audience.
Is this theory correct? And is there a way (PowerShell command) to force provisioning of all users in Azure AD so our target audience is compiled accordingly?
