Discovery API return empty response for non-admin users

hi,

I have a code block which do discovery API call and return the resourceId for the record where capability=rootSite. The code runs fine with the Admin of the portal. I added few users in my SPO and when same code blocks runs with any of the newly added user the Discovery API returns the empty response.

I can see following records in active users pane on Admin Centre

    Display Name --------UserName-------------------------------Status
