Copy Document sets from one library to another within the same site collection.

We are using Sharepoint Online (Microsoft Cloud version).

We are using 'Document Sets' that have been customised with specific metadata.

We would like to 'copy' the Document sets with metadata from one library to another within the same site collection using some workflows or custom code solution, when a particular condition is reached.

We understand that this is not possible using 'Out of the Box' sharepoint 2013 workflows or from the UI.

We would like to know if this can be achieved using Sharepoint Designer or some custom code solutions.

Any suggestions in this regard would be helpful
