How can we prevent Site Collection Administrators from creating sub-sites?

Can anyone tell me if it's possible to prevent Site Collection Administrators from creating sub-sites? Our requirement is that our business users who request a new site should be made site collection administrators so they have full control to their site, however we don't want them creating sub-sites because each site that gets created must first go through an approval process.  Any suggestions would be appreciated.
