Branding Questions- Default Color Palette - why masterpage when applied links back to Dev CSS

Here are the issues  and questions I have and they are pretty much all related

1) I created a new master page design

but when I apply it to the other sites as needed it is still linked to the development site. I have MADE SURE  that the .css line code is looking on the  site that the new master page has been applied to. I have verified in the code that it is to look for the .css file in the site assets folder and I have hit f5 several times. ( if I make changes to the dev files I can hit f5 several time b4 my changes show up)

2)  the Color palette that is being used, I can not seem to find which color palette or composed look is default. As I think I can solve a color issue I have if I apply  my  hex color to the  color palette .spcolor file  and it would help solve my css issue.

3)  On SharePoint 2013 it appears the nav that is circled is broke down into small chunks of css and div areas.

is there any way of finding out  what the main area is?  ( I have seen this in the color palette but I can not tell which color palette .spcolor is native and or default )
