File - Publish Method Error

Hello,

I am running Web Service to Publish a file in a SharePoint online 2013 but facing fallowing issue "You can only publish or remove the publication of documents in a list where secondary versions are enabled"
can u tell me the pre-require steps to fallow while Publish a file using web service Publish Method
