SharePoint online Design package import alternatives

Good Day.

We are building out a bunch of design customisation including css, master pages and page layouts for SharePoint online.

We are doing this in a dev tenant, and need to move to the production tenant.

We were using design packages to do this, and tested them successfully around our dev tenant (and a demo tenant).

When we tried to deploy to the prod tenant, the import gets 'stuck' and doesn't import correctly.

We wanted to log this as a tenant issue, but our project sponsor at Microsoft Consulting Services told us that design packages are not recommended, and we need to find an alternative method. (due to being a wsp and sandboxed code being deprecated in SPO)

My question is, what is an alternative method of moving our design elements to the prod tenant.

I've investigated using Get-PnPProvisioningTemplate and Apply-PnPProvisioningTemplate, but this does not move all the bits and comes out a mess on the target side.

(ps. Would be nice if MS removed the design package gui and functionality if it is deprecated along with sandboxed code.)
