Manage permissions and sharing a document

Hi, 

I am wondering if someone can shed some light on this. 

I understand that any users with "Edit permissions" can share links to files and folders. Doesn't that mean they are technically  managing permissions? Because they are making the decision of who has access to that folder or file? But the"Edit Permission" doesn't have the permission "Manage Permissions" added to it. Is it just me or is it confusing?
