What are the appraochies that we can follow to allow multiple users to work simultaneously on the same Excel sheet which is uploaded to a document library

We have a customer who currently have the following 2 sharepoint farms:-

1. SharePoint on-premises 2013, which does NOT have WAC  (Word/Excel Online) configured.

2. SharePoint online E3 license.

now inside a team site on the on-premises, we have document library containing .xls file, and our users are asking if they can edit the same Excel sheet at the same time. so i read this article about co-authoring in SP2013 https://docs.microsoft.com/en-us/sharepoint/governance/configure-versioning-for-co-authoring , then i configured the on-premises document library as follow:-

then using userA , i edit the document inside the client excel application, then using userB i did the same steps on different machine, but for userB he got the following message:-

First Question. so can i conclude that in SP2013 which does not have WAC configured, co-authoring is not supported?

Second Question.i uploaded the same .xls file inside sharepoint online site, and i opened the excel sheet insideExcel Online using 2 users, but i got this error "sorry we can not open the worksheet in the browser because it uses these unsupported features: .Workbook sharing", as follow:-

so seems for our case we can not have co-authoring inside our SP2013 since we do not have WAC + we can not have co-authoring for this excel sheet inside SP online, since the excel sheet has unsupported features.. are my above points valid?

Can anyone advice on my above 2 questions?
