we are planning on implementing Office 365, currently we have "Sharepoint Services 3.0" and we want start using Sharepoint online as part of the migration to office365. We have some site created for some departments, not all users will create or modify sites. Do all our users need to have an Sharepoint Online Plan 1 to access the intranet and use some sites and features like online forms, document libraries, etc? When do I need a Sharepoint Online License?
