tldr; Using the modern document library webpart (Preview) - Some users are getting the list view default and some users are getting the webpart chosen view, when we put that webpart on a sitepage on a modern team site.
The whole story
So we have a modern team site, with a couple document libraries. One user requirement was to have a page they land on, showing just the most recently modified documents.
So we created a new page and added the "Document Library" webpart and selected the linbrary and the view. We published the page and all was good. But recently something changed. The users are seeing a different view to the account we used to create the page and set the view. No matter how many times we edit and publish the page, they still get a view that is not set as the default view for the webpart.
Off thing is, we sign in with our account and it looks normal, another user looks at the same page and they see something different. Is there some kind of weird caching happening, we have tried clearing cache, different browsers, different PC's, nothing helps.
Anyone have any ideas?

UPDATE
This is also odd notice how the users who are seeing the wrong "view" have a different "action bar" to users who are seeing the correct view. How can this be?

So, if I go to the list and set the default view, then the view updates on the webpart, which is silly as I expect the view I use on the webpart to override what the default view is for the list?
This seems to be the root of the problem, some users are getting the list view default and others the view selected to be used by the document library webpart.
