Modern Lists

I have created a modern list of employees with filters for each department.

1. When a user with read only permission views the list they cannot see the filters. How do I enable this?
2. I would like to remove the share and show actions columns. Is this possible?
3. When you double click on a list item it opens up in a new window. How to I prevent this from happening?
