Inside modern pages, i always embed some classic pages using the Embed modern web part:-
i use this appraoch when i want to show some content using JavaScript. where i add the JavaScript inside a classic page, and then I Embed the classic page inside my modern page. as inside modern pages we can not write cusotm JavaScript. here is how my embed code looks like:-

from my previous experience in modern pages, when i access the web page inside a small sized screen (mainly rectangular screen), the iframe will show vertical and/or horizontal tool bar to allow showing the full iframe content, as follow:-
But today i start working on a new sharepoint online tenant and when i embed a classic age inside our modern page, the iframe did not show any tool bars, and some content inside the iframe will be hidden when accessed from small sized screens..
so can anyone adivce? as seems there is not any option to control showing/hiding vertical and horizontal tools bars for our Embed web parts?? so not sure why i am getting inconsistent results ?as on some tenants vertical and/or horizontal tools will be shown automatically if the iframe content can not be fully rendered..
here is my classic page markup, where when i access the modern page from small sized screens only the first image will be shown, while the other will be hidden, and i did not get any tools bars to be able to scroll and see the missing 2 images.:-
