SharePoint 2013 Online - Cannot edit target audience

  1. I created a sub site in which I set the top links to have links that are unique to each user.  
  2. Well, wouldn't you know, that was 6 months and I have forgotten how I added the users.
  3. Now I need to add more users as well as edit exiting users.
  4. For existing top links, if I click and edit a link, it will show the Text to Display, but the Address is grayed out.
  5. For New users, when I add the link, it does not give me the "show/hide" link option, just an "X".
  6. Any thoughts?
