unable to find Site collection Feature in SharePoint 2013 Public facing Site

I want to create Device Channel in SharePoint 2013 public facing site. 

I am unable to  find Device Channel Option inDesign Manager and even also there is no link of Site Collection Feature in Site Settings.

How should I find Site Collection Feature in Site Settings so that I can activate SharePoint Server Publishing
Infrastructure feature?

And If I try to copy the link of Device Channel list from team site to public site It is opening but when I save it I am getting the below error:

"Adding, editing or deleting device channels is not supported in this context in sharepoint"

So how can I achieve Device Channel in SharePoint 2013 Public Site?

Is there any other way to perform Device Channel task in SharePoint 2013 Public Site?
