Is SharePoint Online optimized for video streaming across different countries?

Hi,

We are planning to build a video portal in SharePoint Online and use the video content type for storing metadata, applying thumbnails etc. I had few questions regarding streaming performance -

1) Is SharePoint Online data (including videos) geo-located so that people across different countries get a better streaming performance? If not, any way to do that easily?

2) Any other ways to optimize video streaming without using Azure media services/3rd party services or new Office video features (yet to be released) ?
