User self restore deleted items

Hi all,

I know that a SharePoint Online sites collection administrator can restore deleted items (files, folders) from the sites collection's recycle bin and also from the secondary recycle bin. But I don't know how to grant a simple user (not amdin) the right to restore his own deleted files and folders.

My questions : 

- It is possible?

- If yes, how can configure it?
