2013 Workflow Issue

Hi I have the following issue. 

When creating a list item manually the workflow (2013) triggers fine. 

When I create a list item from a workflow the workflow does not trigger.

Is there a workaround to this or a known fix ? I know with on premise you can start workflows from Powershell but i'm not sure if you can do this with SharePoint online.
