How to create a share list so the sub-site can lookup/reference it as a document attributes (lookup value)

Hi

I would like to create a share list in the top Sharepoint 2013 online site (e.g worker name list), so all the sub-sites under can be reference to it to get the worker name (an attribute of a document in the sub-site as a lookup field)
