New user can't access SharePoint Online or OneDrive

New AD Syncedl user setup a week ago and licensed accordingly w/ full Microsoft 365 E5. Whenever this user attempts to access our sharepoint site, they get the following error:

"We're sorry, but user@domain.com can't be found in the tenant.sharepoint.com directory. Please try again later, while we try to automatically fix this for you."

When we attempt to access the user's OneDrive settings through the admin portal, we see "Please check if OneDrive is provisioned and ready for use." There is also no corresponding user profile appearing in Sharepoint.

So far none of the potential fixes (removing licenses, waiting, re-adding, attempting to preprovision through PS, etc) have worked. All other services, exchange, s4b, office, etc appear to be working correctly. Does anyone have any other suggestions?
